“It’s submitted that the notification dated October 11, 2021 is ultra-vires the Structure because it defeats the aim of Entry 1 and a pair of of Listing-II of Schedule 7 of the Structure of India and encroaches upon plaintiff’s plenary authority to legislate on points which relate to or are mandatory for the upkeep of public order and inside peace,” the Punjab authorities has mentioned.
